Water Quality in Weber County, UT

Weber County north of Salt Lake City has about 262,000 residents in Ogden and surrounding communities. Water comes from mountain reservoirs, Weber River diversions, and deep wells. Hill Air Force Base – the Air Force Materiel Command's largest installation – occupies a significant portion of the county's northern area and has a documented contamination history spanning eight decades.

What the Data Shows

Hill AFB has extensive PFAS contamination from AFFF firefighting foam. According to the Air Force's 2024 environmental investigation, monitoring wells near the base's industrial area and fire training sites show PFOS at concentrations exceeding 300 ppt. The contamination plume has migrated off-base, affecting groundwater in the Layton and Sunset areas of neighboring Davis County, and potentially extending into Weber County groundwater.

The base has also documented TCE contamination from decades of aircraft degreasing operations. The Hill AFB Superfund site has documented TCE plumes extending over two miles from the base. A 2024 Utah DEQ report found that the combined contamination from PFAS and solvents makes the Hill AFB area one of the most complex military contamination sites in the West.

What Residents Should Do

Weber County residents south of Ogden, near Hill AFB, face the highest exposure risk. The Air Force has been conducting off-base groundwater and private well sampling. If you are on a private well within three miles of the base, request testing through the Hill AFB environmental restoration office.
