Emerald Coast Utilities Authority (ECUA) draws from the Sand and Gravel Aquifer, a shallow aquifer system beneath the county. Unlike the deep Floridan Aquifer used by most of Florida, the Sand and Gravel Aquifer is closer to the surface and more vulnerable to contamination.
